This chapter reviews land selection. According to program guidelines, slope land or unproductive land prone to soil erosion should have been converted first. Evidence shows that although this has happened in many cases, it was not universal. In some cases, productive land with low slope was also converted. Researchers argued that this might have been because program managers preferred to convert large tracks of adjacent land, and flat productive land might have been found between steeply sloped land.
