China’s Grain for Green Program: A Review of the Largest Ecological Restoration and Rural Development Program in the World

Chapter 8 discusses the institutional context within which the Grain for Green was set up and operates, and the role of each level of government (national, provincial, prefectural, county, township) in its implementation. The implementation of the Grain for Green is complicated by the fact that China has traditionally had a very centralized political structure, with decisions being made in Beijing and little inputs from the regional and local governments. By contrast, the Grain for Green is a relatively decentralized program, with important decisions made at the grassroots level. The organization of such a large program, involving over 30 million households in 1,897 counties nationwide, is bound to face problems at the planning and implementation stages, and we review some of these problems in this chapter.
